Is there a hard technical limit to the extent to which Turkey can be influenced diplomatically by the Allies?

I was an Allied player and had Turkey at 80% and for a year or so it didn't move even though all the GB, USA and SU markers were on it and so there was a 70-80% chance every round

I suppose there's a hard rule that says as long as Sevastopol or something similar is in Axis hands, it doesn't go any further

But I can't find anything about it.
The fact that it's not in the guide sucks btw

Hi Martin

The diplomatic mechanism is not affected by anything other than the investment of your side, and the investment of the other side. It is explained in full in the Manual.

The resulting difference between the two determines whether or not there is a chance of movement, and if so, what that % chance is.

So the chance of success is your side's % (in this case 70%) minus the other side's investment.

So if the Axis have invested in Turkey then the chance is not 70%, but something less.

Even so, the chance per turn is simply that, so even if the Axis have not invested, it is possible (albeit unlikely) for Turkey not to move towards the Allies over multiple turns.
