No ships defensive missiles in operation Sutton

I am using [PC][64-bit] Update v1.06.1328.12
I am playing Operation Sutton and notice a few bugas/problems.
1) the briefing says Unload Rapiers, Scimitar and Scorpions from LPD Fearless and Intrepid but they are not on the ships. They are already ashore.
2) I have had several enemy attacks and while the ships fire guns, they do NOT fire and missiles at the aircraft. Why???
3) it says Rapier missiles are not deployed at the start of the scenario but they are the only things firing missiles
Please check this out and let me know why ther ships aren't firing missiles at the enemy aircraft

I think turning on Engage Opportunity Targets will help and also some of the weapons are set to No Automatic Fire once i changed these setting the weapons began to launch automatically.

I found that option and turned it on for every one of the ships in the fleet, but it did no good whatsoever. Another wave of aircraft came in, luckily bombing the marines rather than the ships, not a single sea cat or other type of defensive missile was fired.
Is this a scenario bug?

You need to change this WRA setting. For some reason most of the SAMS are set to no atomatic fire.

Ok bring up the Doctrine & ROE menu (Game > Side Doctrine, EMCON, WRA, [Ctrl+Shift+F9]), in the General Tab under Rules of Engagement (RoE) change the Engage opportunity targets: Set to Yes (engage any contact).
On the same screen move to the Weapon Release Authorization (WRA) Tab, in this menu look for the anti-air weapons that are on the ships and rapiers. In this case; Rapier Mk1, Sea Cat Mod 1, Sea Dart Mod 0, Sea Slug Mk2 and Sea Wolf Blk 1. Expand each of the tabs one at a time and check to two right hand columns (Automatic Firing Range & Self Defence), make sure they don't say "No Automatic Fire" & "Do not use weapon in self defence". If they do change them to a setting which suits your needs i just used "System default". You can mess about with these setting to see what works best. Turning on OECM on the ships will help as well. I got the rest of the scenario to run through with no losses.
For a small scenario there is a lot of game stutter, I'm going to post my log from this for the devs as it got quite a few entries for this scenario. (Index was outside the bounds of the array), (Offset and length were out of bounds for the array or count is greater than the number of elements from index to the end of the source collection), (Object reference not set to an instance of an object).

Thank you so much. I followed your directions, and it worked perfectly. The next round of Argentina aircraft got pasted by missiles.
