This TOE seems to be missing at least 2x T-70 and 3 Recon sections/Scout cars.

Further, the 27 SMG Squads are representing a Motorised SMG Battalion (the Infantry Battalion of Tank formations), the composition of that one I've pointed out here.
It should rather be:

• 9x 10Men Destant SMG Squads (Tank Riders)
• 18x 9Men Motor SMG Squad (+) [with one LMG per Squad]

That both those Squads have wrong manpower per Squad with their 11Men I pointed out in the other Thread already.

Been digging through the whole SP Regiment-"Battalion/Divizion"-Brigade issue for 2 days now. There are still plenty of uncertainties and contradictions.
Like this particular Light SU brigade TOE is said to include 1x "Motorized Battalion of Automobile Machine Guns" [No. 010/502] which had about 507Men, which is the same TOE which was also part of regular Tank Brigades, it contained HMGs+Mortars+AT-Guns - which is weird since it is not rly mentioned anywhere that those armaments were present when it comes to Light SU Brigades.
Another odditie is that the Light SU Brigade was built from 3x "Battalion/Divizion" and not from 3xRegiment - but in the end they are the same, or not....it's weird. Not sure if there's something lost in translation (generally).
Additionally Niehorster gives quite large numbers when it comes to recon+engineers of the Regiments (if I for now may call them like this ) (while both seem to not have been part in (that size) in Light SU formations - but who knows...

The following is the best I can come up with until now. It "corrects" the missing Scout Cars and T-70s.
It is using the corrected Submachine Gun Squad sizes (see note on the pic) and uses the 2:1 ratio of Squad types I've already pointed out.

I seem to not be the only one being confused.

Updated several SU units, for 2121 I had to use additinal SU-76 to stand-in for the T-70
