Is there a bug causing excessive retreat losses from motorised formations?

I recognise that retreat losses from motorised formations should be higher than from non motorised units.
I am aware that the developers have kindly prepared a pre-game modifier to allow the players to adjust the rate of losses.
However, my observations from playing the game in the '41 GC (as Soviets) is that something weird may be happening.
Playing during the first winter, victorious attacks with low CPP Axis infantry divisions cause a few hundred Soviet casualties.
However, similarly weighted CV attacks from panzer units cause approximately 10x these losses. What is interesting, is that these panzer units have very few operational panzers (due to winter). My observation is that most of the losses appear to be coming from the other motorised elements of the formation.
Yet, the Motorised infantry divisions (except the SS ones) do not appear to deliver the same losses as panzer divisions, despite the fact that they have a greater number of motorised infantry squads than Panzer division.
This doesn't appear to make sense.
Could there be a bug that certain types of motorised elements are causing excessive losses?
