Confused about supply impact on reinforcements

On page 105 of the manual, in the first paragraph of the section 'REINFORCING UNITS', it states that "...and its current supply value allows for an increase in strength [i.e., unit supply is > 5)."
I don't understand the impact of supply on reinforcement, based on the following observations in my game:
In Image 1a and 1b, the Malta Corps has a Unit Supply of 1 and is able to add 2 strength points, which seems against the printed rule as its Supply is not > 5. The Supply value of Malta and Valletta is 0 at the end of June 28 and both increase to 1 during the Allied phase.
However in Image 2 the German 7th Mt Corps has a Unit Supply of 5 but cannot add reinforcements, despite the Germans holding 682 MPPs.
The situation in Image 2 seems aligned with the printed rules, but I am unsure how the Malta Corps is able to reinforce, as there appears to be another factor that I have not found in the rules.
