You can assign planes to whatever makes you happy.

Don't let it go ...
... the game is too much governed by fixed events.
If you want to play historically, ask yourself if there was a shortage of HQs.

If not, as in this case, simply erase these auto events and save the time needed to rearrange.

Sadly you can't do it with the shortage of Army groups and armies. I have never read about any issues in this regard, but the game restricts it for a reason that I don''t really understand and the punishment can be really severe.

but is this correct or something with the new update? I dont recall all the planes going to the Hungarian air command in prior versions. It seems odd that a game that does things so Historically would do something that was so out of wack???

They just pick a random valid higher HQ to reassign themselves to. Considering how you can endlessly reassign air units to different commands it doesn't matter that much.
