I started a game next to some guardians, and they tried to sell me 3 techs 3 turns in a row on turns 2, 3, 4. I could only afford one of them, so I lost out on the other 2.

Is there some way to have this work like upgrading cities or MTH contacts, when you can ask them to call back later when you have the PPs and/or cash?

A way to ask for techs would also be nice when / if you have the cash reserves. Alternately, it would be nice if the offer was more likely to appear if, for example, you have more than 1k cash at turn start.

I'd also suggest they demand an oath of peace for the first sale.

Thats a lucky roll of the dice. In average the event should trigger once in 5 rounds. And the price should go up after the event is re-used.
