Are the AI majors playing the same game I am?

I started a new game, and as I was expanding south down the coast, I found an AI had landed in the coast and claimed a 100 energy hex... on turn 10.
And then immediately vassalized a minor in the area that I was not yet in contact with.
And when I kicked them off my coast, they invaded a different port province the very next turn.
Given how hideously expensive naval transport routes are, how did the AI afford this that early in the game? THEY ARE 4 SEA ZONES AWAY on the other side of the bloody map!
How did they even know about the hex?
How did they find their way past 4 sea zones?
How did they afford the extortionate price of a transport contract?
How did they vassalize an AI minor so damn fast?
WTF is going on here?

Over 100 replies, and no one can tell me if this is a bug or WAD?
I'm also out 41 PP just to kill off each of their new zones, which is less than 6 hexes away from a minor I just conquered. And I have to take a 1d10 happiness penalty to attack them because I don't have a major war card on turn 10-12 - shocker. I play with "spread out" for a reason. And I don't even get to conquer the AI's zones in revenge either.
I think this is a "the AI knows things it shouldn't" bug, but when my southern expansion is blocked by an AI breaking the game rules as I understand them on turns 8-12, it really comes across as "lets screw with the paying customer."
Ruined an otherwise good game, as I can't even restart from turn 1 save without it happening again. Also makes me unwilling to start a new game if this will just happen again.

1. No they aren't, and the manual lists the ways in which they aren't
2. Vassalizing before turn 10 is totally doable, I have done that myself.
3. I don't play on Oceania planets so I have no idea about the details on that.

Re-read the manual, said nothing about majors knowing where hex perks are.
Vassalizing before turn 10-12 when you didn't meet the minor until turn 8? How is that possible, I would love to vassalize my guardian neighbors (esp if they keep selling me techs). Clearly I am missing something.

Why do you think they only met them on turn 8?
And even then thats possible, vassalisation is something you can play during unclear relations. If it works depends on luck, leaders and the society.

Because that is the turn I saw the AI major drop a makeshift port 2 hexes from a 100 energy hex perk from the other side of the map.
Bunch of other weird stuff happening with 1.25e. Uninstalled the game till it gets fixed.

Don't hold your breath on things you don't like being fixed. Complaining about weird stuff in the game, completely surrounded non-aligned forces gaining in strength, over the top logistics, etc., gets some helpful replies, also brings out the rabid defenders of the game to troll you.

Normal difficulty, pretty standard across the board.
Never saw this behavior before 1.25e.
