understrength infantry division

I just opened up the May 44 campaign game as germans and noticed that 4 german infantry divisions seem to have unexplainably low CV.
The divisions are:
93 ID
15 SS Latvian Grenadier Div
23 ID
329 ID
All show a CV value between 1.56 and 1.95 at the start of the game. Similar ID in the same corps show a more normal CV. I don't see anything like this elsewhere on the map and have not noticed it in other scenarios.
