What is the formula for the benefit of each level of Industrial Technology?

The formula for the cost reduction of new units for each level of Production Technology appears to be: 5%
Level 1: 95% of original cost, rounded down
Level 2: 90% of original cost, rounded down
Level 3: 85% of original cost, rounded down

So the formula is: Reduced = RoundDown(Original*(1-(level*0.05)))
Or, in English: Each level reduces the cost by 5% of the original cost, with fractions dropped.

I believe the rebuild costs and the upgrade costs are a % of the build cost but I have not tested it. If so, they should reduce at the same rate, 5% of the original cost of rebuilding one point of strength or upgrading one point of tech for each level of Production Technology.

The costs and effect vary by country. I assume the % increase is to the total MPP output.

10% increase in MPP output per level: UK, France, Poland, Italy
15% increase: Germany, USSR
20% increase: USA

I hadn't realized the US was so high. And for Italy, France and Poland its going to take quite a while before the cost is even recouped.
