What’s wrong with the supply.

Mannheim HQ supported by two German HQ in Russia. Supposedly “daisy chains” supply from source but it says 0(5). Noticed this also in SC:WAW WHEN I strung three Japanese HQs in China.

Chaining HQs only works one link deep.

Longer chains were enabled a few years ago in an early build but disabled in a subsequent patch.
