Playing PBEM and it's February 1862. I have been unable to load units onto transports in DC and Wilmington for the past two turns. I'm given the option of loading the units onto amphib transports but not regular ocean transport. The ports are not frozen and I don't have any other units on naval transport right now. Am I missing something?

Thanks for the report and it looks like there is a bug there that we'll be looking to fix, it should clear as soon, e.g. you should e able to transport there, as the winter weather passes in your game.
