[FIXED][1328.13] Patrols seemed to not work properly after .13

A few issues with patrols. Note the US patrols north of Hormuz: Hormuz CAP and Hormuz Eagle CAP.
1) they don't follow the assigned reference points and wander off quite far.
2) They don't seem to work within the prosecution zones
3) I can't seem to get the prosecution zones to show up as highlighted.
You'll have to run to about 23:40 left (20 min. game time) to start to see what's happening. I tried deleting RPs and re-adding for no good. I have not tried deleting missions and rebuilding because I suspect it would require a lot of work fixing all missions. They worked fine in 1328.12.
Another issue...at around 23:42 left, just as the Iranian side goes hostile, the game locks for 16-20 seconds on my PC at double flame. It eventually starts up again.
edit...ran it one more time and it seems like those two patrols are just plain ignoring prosecution zones. I can see as soon as an enemy aircraft shows up somewhere else on the map, these patrol units take off hellbent for leather to intercept them. Even 400 nm away. I can see with the new target ID feature that that is what they are doing.
