I'm going through the tutorial, and I have got to the Reginal Decisions page. It tells me to click on a button at the top left of the screen, which should be the regional decisions button. Unfortunately, there is no button there. There is an arrow pointing up to where I suppose the button should be, but nothing there. All there is is the list of resources on the very top (manpower, ammo etc.). Any ideas on what to do other than send it back to Steam?

No, they are not there.

Then you should check the integrity of the game files.
