Shipping container Crisis

There is a massive supply backlog at all the German ports and a shortage of supply at the front. (December '41)
I have changed most of these ports to priority zero for a few turns but nothing has happened.

Hamburg is an import port but that's also got a massive stock so that seemingly makes no difference.
Following HLYA's idea of using the Luftwaffe to move supply forward I could rebase Ju-52's to Germany and start shuffling crates past the supply systems seeming '
Thou shalt not pass' wall, but that seems like a right faff.
Am I missing something? There's a lot of bullets, blankets and sausages in those ports the boys freezing near Stalino would greatly appreciate.

For some reason (that I do not know) these depots tend to fill up no matter what.
Though start trying to set them as Import Port, but it should not change much.
And you need some at least at priority 1 since there are Flaks deployed to protect these cities. (Which otherwise will whittle away a few trucks over time, maybe not in summer but once mud hits Germany too...)

Ports set to export demand a lot of freight early in the logistics routine, even if the priority is set to 0. As Denniss says there is limited shipping available in the Baltic.
I tend to set Danzig as an export port and the rest to import. Most of the time I'll set all the priorities to 0.
If you are micromanaging then Albert is right - you need to set them to 1 every so often to get some freight for flak. Although I think the roads in Germany are good so you shouldn't lose too many trucks if you leave them at 0.

I do it this way and it works for me. Take from it what you wish.
Danzig is export priority 2. All other Baltic ports in Germany and Poland set to export priority zero.
Occasionally Koenigsburg goes to a 2 but no hard or fast rule.
Ventspils Liepaja Memel, import priority zero. They are not needed.
Riga import 2 or 3, situational dependent.
Tallinn and Parnu import priority 3. They will shuttle supplies by rail to Pskov or the leading rail depots near AGN set to priority 4.
In the example above this was from week 17. Only Parnu received shipments over water, but it was a respectable 6666 tons.
Tallinn got 4444 by rail which happens when shipping fails. You can still get something above and beyond a lot of rail depots. I also had Krasnogvardeysk at 193,105 set as a super depot. It got 27,709 tons for the week.

Germany for for whatever reason has essentially no merchant marine at the start of the game (despite at the time being the 2nd largest) and the attrition rate is much higher than what is described in the manual. This results in a maximum of ~6k freight being moved a turn.

Damn that is not good a lot Baltic State customers waiting for there expensive BMW's to arrive
On serious note not that I am a expert from Dec on till April Germany is hit by freight penalties that cant be helping.
