Potential bug in treaty tonnage calculation

So, I was running some numbers today to plan out what ships I could scrap and what I could build in the wake of a new treaty, and I ran into something that seems... weird in the calculation of the tonnage available.
I have a treaty limit of 1,130,000 tons, and a capital limit of 565,000 tons. The calculation for my capital ships is spot on - I am figuring that I have 533,600 tons of capital ships, for 31,400 tons remaining before I exceed my limit, which is exactly what the game tells me I have. For total tonnage, I'm calculating that I have 956,900 tons used (counting subs), so I should have 173,100 tons left before my treaty limit. I've got another 116,000 tons under construction, so after that completes I should have 57,100 tons still available. But the game is telling me I only have 25,500 tons total remaining - even if it's counting the ships under construction (which I don't think it does, I thought those were added to your total once they commission), I don't know where the other 31,600 tons have gone.
I've checked every class of ship against the almanac, and they line up in numbers and quantity, as well as the overall tonnage of my surface fleet as shown there. I have 65 medium subs - which again tracks with the almanac - at 1,200 tons each, which is what the sub tab tells me they each displace. My initial thought was maybe the game was using a different displacement for the subs from what it displays, but it'd have to be using 3,470.77 tons per sub (or 486.15 tons if it is counting my ships under construction), which both seem unlikely - both because they're wildly off from the displayed values and because they aren't even numbers.
I also have 8,800 tons of DDs currently in rebuild, but previous rebuilds completing haven't changed the tonnage available, so I don't think it's an issue of them being double counted - and that wouldn't account for the total difference I'm seeing.
I'm also noticing the amount that I'm missing is almost but not exactly equal to how much capital tonnage I have left... but again, not exactly (31,600 vs 31,400), so it doesn't seem like it's assuming I will build that full amount of capital ships.
I'm on version 1.00.27, playing on Steam. Not running any mods currently (I have some nation mods downloaded, but I am playing unmodified Germany).
