[v1.25e] Private resource assets never disband or mothball

This is possibly WAD, but if it is, it's messy and really not desirable. Private resource assets will deplete their deposits, and then continue on with full employment despite there being no work getting done. If you want to get that population back to productive work, you'll need to disband the asset (which for a level 3 asset is 12PP total, plus 3 population happiness loses) or use a Peripheral Mining card on it (which is not the best use for one of these scarce cards, but is presumably why the game engine didn't remove it). It feels really weird for private industries to have unproductive makework jobs; assuming we don't want the private economy to scrap the now-defunct asset for themselves to get as many short-term Private Economy credits as they can wring out of it, it would be better if their staffing went down to maintenance (i.e., mothball) levels instead of paying 4k workers to do nothing.

I saw this too, recently. In fact I made a screenshot.
...but then I realized I had a demand for Mining Assets up. Actually, *after* I disbanded the fully staffed, zero-producing asset I realized the demand was up, and that I no longer had a way to fill it. So I assumed the game was being smart.
Does it also happen when there is no such reason? I haven't seen it except that one time.

It happens whenever a resource collection asset runs out. I've had zones with up to 3 empty private fuel assets employing people to sit on their hands. They don't relate to demands at all, and will persist indefinitely until and unless you disband them.

o thats not how its supposed to work.
I have seen some private assets disband though. When the Private Scav in the starting city runs out, for example, I seem to get the message its been disbanded pretty dependably. My games tend to end early lately, but I will watch how other private assets work.

Thanks! Going to look into this one. Might have been an oversight on my side after i blocked some auto-disbanding of mines with the new peripheral mining rules.
