Gradual reduction in scrap generation cost inflation

When you generate a stratagem with scrap points, the cost goes up permanently. I assume this is to balance stratagem scrapping spam, but it feels like a punishment for using the scrapping system. To ameliorate that a little, here is the compromise I propose: Each round, reduce the scrap generation cost by 1 point, down to the original minimum of the cost of generating a scrap stratagem. In this way, players will not feel disincentivized to use the system but scrapping spam will still be offset.

It does mean that you suffer an opportunity cost for not scrapping continuously to keep on using the lower cost, or waiting on a pile of scrap points for the cost to dip. I think cost being weighted to overall PP production over the past 8 turns might work better, as that's the a big way you acquire strategems to scrap, and one of the things you don't really want to reduce in exchange for cheaper scrapping.
