Hello, how can I perform air refuelling?

First, select the air group.
Second, select logistics.
Third, select the tanker.

What am I doing wrong?

Wow this goes back a long way. For a time this wasn't working in ANW. I recall attaching the refueling plane into the group, then toggling the group to show individual planes, and then doing the steps you outlined, and that seemed to work. But I can't remember if that was in play before or after the air refuel function broke altogether. Good luck.
