Minelaying subs not influencing regions ML value

On the 1.00.34 beta patch
When I was at peace it looked like my mine laying subs were adding 20 each to the region's ML score, now at war with the subs deployed and they don't seem to be adding anything to the ML score.
Most of those subs in the Caribbean are mine layers, but the only contribution to the score appears to be from a couple surface ships.
