Rebuilt Air units

Situation is as the Japanese I withdrew one FP air unit from any ship that had two FP units assigned to it. All were resized to 9 before withdrawing. This had two effects, gave me spare ac in the pool and allowed me to resize the other. All air unit were set to return after 60 days with zero ac but full pilots. The 60 days is now up but the first few air units I did this with have not returned, they are stuck on 'Days Untill Arrival', 2 with an asterisk* after they name. Now I'm pretty sure I've done this before with no problems so has something changed but it could be my memory? Version is 26b.
I note that in section 7.2.2 of the manual it says.
'Disbanding means that pilots and aircraft are distributed to another group at the same location and which is equipped with
the same aircraft model. Disbanding is the same as withdrawing except that the pilots are also merged with the unit that
received the aircraft. Once a unit is disbanded or withdrawn, the computer will attempt to rebuild the unit again. This will
be done 60 days after a withdrawal and 120 days after a disbanding. Planes and any needed pilots for this rebuilding of
the unit will come from the replacement pool. ....''
This seems to imply that they has to be enough ac in the pool before a unit can be rebuilt?

This seems to imply that they has to be enough ac in the pool before a unit can be rebuilt?
They can come back with no ac in the pools.
There are other ways to get the aircraft from these units without withdrawing the air unit.

That's what I thought but there're not? There are enough aircraft in the pools if it's not the case.
Here the FP list. I have a horrible feeling I've found a quirk. Most of the units with *-2 names have been increased to 9 ac and all look as if they are due to return onto their ships but none wereever withdrawn from those ships. Can't remember were I did wirhdraw them from but it was either a base of a CS. If they are returning to they original ships maybe it's an aircraft numbers problem with 9 ac trying to return to a space for 2 or 3 even though they have none??
If it is I'll know in 7 days as the CS Mizuho does have space for it's air group.

There is something that they are waiting for but I don't know what they are waiting for. It is better to not withdraw them but if you really need to, remove all but one aircraft from the air units. They can still train a full complement of pilots but the pilots don't seem to train as fast.

Atago-2 arrived back on board last turn so the problem is not ac numbers/ship capacity. Exactly what the problem is I've yet to determine. Could be supply at base, Air base size, base size, HQ or simply random?

Seems the ship needs to be in a basee with >20K supply. If it's not then the returning air unit will remain in the queue stuck on 2 until it does.

I have something similar and looking for a solution.
Will try moving the ship to a port with plenty supply.
