Strategic Command Doesn't Start

When I try to start Strategic Command Classic Weapons & Warfare, my screen goes blank briefly and then my desktop reappears. There is an icon for the game in the task bar. When I click on it,the Slitherine and Matrix logos appear briefly, and then my desktop reappears. How do I get this game to run?
