I like to have as many major nations as possible. I want an option to generate planets with much more major nations.

Is the survival stress option not doing it for you? Selecting it results in a lot more regimes on the planet. It can actually lead to some brutal close quarters early games depending on how much land is on the planet. I think planet population might have an impact as well on the number of possible regimes - if there are very few survivors you seem to get correspondingly few regimes.
