Which one's and can you post more information, pictures....GP

If not disbanded, did you set them to "Do Not Unload"? If not, they can load and then unload!

Make sure all the tenders are not in task forces. Go to the ship view of PH.
Hit the 'all ships' button at the top to remove everything from your view. All ships should be yellow
Hit the 'aux' button to select all tenders. You should see a list of various types, such as AV, AD, AR, AS and so on.
Hit the 'load tenders on this list' button at the middle bottom. You should see the supply column get populated with numbers.

Done! No need to make them into TFs unless you are moving them from port to port. Otherwise they should be disbanded.

You don't have to go through that. Just hit the replenish button along the bottom of the ship screen....GP

Personally, I gotta layoff on the tender-loading. I'm gaining weight.

Go to the pharmacy and buy a bottle of castor oil. Don't eat the bottle but consume the castor oil. You will suddenly lose weight . . .

Grocery stores do or you can make your own.

What everone else said plus ports can only so so much in a turn. If your attampting to load them after loading or refueling other ships/TF that they might not have enough op points to do so. There's also port damage to take into account and the obvious, no supply, both unlikely at PH but possible.

While that works, I had him go through those steps because I wanted him to see if supply value on the tenders went up or not. If they didn't go up he could then say why and we could troubleshoot further.

Figured it out.
