EDIT : Renamed from "[1.25f] Scavenging Community 1 is not counted as a Mining asset".

When you imagine the actual facilities, does a Scavenging station look or act anything like Mine? I would say 'No'. Mining and recycling a categorically distinct in almost every way.
On the other hand, they do produce the same resource type(s), and, this was the thing for me: Scav is on the 'Mining' tab in the 'Construct' dialog... But then, now that I know, I suppose it just would have been too cluttered to have a whole separate tab for Scav facilities, when there was only ever just the one tile in it.
The Demand/Promise for "*x* levels of Mining assets" doesn't specify which assets count as "Mining", and it would be nice to be able to tell, while deciding to make the promise, that Scavs did not count. But computer games can often (always) be a little vague in this way: "Does this count...?"

Yes, that was my logic exactly.
Bad news I guess, as I'm going to fail my promise - I was expecting that at least a state Recycling Facility would work. (And wasting items on a useless Ice Mine is out of the question.)
I can see how it could be considered a bit too good to be true, as this would roughly double the available options to achieve the promise.

It wouldn't be much of an issue if it was easy to experiment without much consequence. But here we have a very delayed payoff, with a punishment in case of failure on top of it, which is also going to be easily swamped in other things happening past the very early game. And new players might not realize that they can check on that with the Demand Overview.
I'm going to keep this bug report, but rename it :
the text should say "[...] our Mining Assets (Scavenging/Recycling excluded) reach [...]".
