Power used for Combat Odds - before modifiers

(Interleaved with trying to figure out why and how modifiers applied to Power change, which is probably best left for a separate discussion.)

In version ??? these calculations were changed : it's not ~directly the Combat Value with some modifiers any more.
(Is Combat Value still used anywhere ? Maybe the AI uses it for its plans ??)

However, this time too, I think I might have found the beginning of a solution to this question :

My guess is that OP is HP x Attack / 100, without some of the modifiers applied to models.

1.)
10(00) Rifle Infantry = 290 Offensive Power (OP)
so
1(00) Rifle Infantry = 29 OP

In this case, "Modified for Weapon type" halving Attack for small arms wouldn't apply.
50 x 58 / 100 = 29

2.)
5(00) Whirlwind MG = 160 OP
so
1(00) Whirlwind MG = 32 OP

In defense it seems to get trickier.

I'm testing against Rifle Militia, the stats for which somehow seem to be exactly the same for my militia as well as the Free Folk Marauders.
(I guess one could imagine that we start the game just as they split into two polities : my polity and the "rebels".)
I don't have access to their design log, not even for my own.

(6+8) Rifle Militia = 630 Defensive Power (DP)
so
1 Rifle Militia = 45 DP

73 x 37 / 100 ~ 27

so, uh, 45 is 27 x 1.66.. ? (1.66.. = 5/3)
more testing needed I guess...

EDIT :
Ah, I realized that I could achieve "pure" militia by scrapping the other types, which gives :
5(00) Rifle Militia = 115 Offensive Power
so
1(00) Rifle Militia = 23 OP
And 45 / 2 ~ 23 !

So, even if I still don't know where that x5/3 comes from, there's the /2 factor that shows up, which I would assume comes from the "Modified for Foot/Immobile" /2 on Attack, which does seem to apply to OP & DP ?
