No water supply despite access to clean - SOLVED

Hi,
I have access to a clean water lake which the manual says should net me 5000k of water plus several other lakes and rivers of varying quality but I have a heavy water malus at the moment to the degree I'm having to look at ice mining. I can't workout what could be interferring with this from a mechanics standpoint so is this a bug or have I missed something?

I assume the cause might be this change:
Changelist 1.21j (#187)
(..)
-Free Water is now only collected in Hexes where you have Assets. If more than 2000 workers/pop working in Hex free water is collected here (less than 2000 is less collection). Remember that the best Hex free water collection has most impact and things taper off with additional collection Hexes.

I wasn't aware of this - what's the nature of the asset you'd have at a water hex? Do you mean something adjacent to the lake such as a truck depot or something specialised?

As far as I understand it, asset refers to any construction both public and private. As long as it employs more than two thousand people, it should collect water. This of course only applies if you're running relevant game version.

The asset thing makes sense. I mean, the game does seem to be working like that these days.
You can also build an asset beside a river for a nice bonus, iirc. I don't know if this 'heavy water malus' you speak of applies to river water.
It's more interesting when water is scarce. So we are seeing variations on the 'Desert Planet' maps from earlier game versions. Water is gradually being re-scarcified.

Just gave this a try by starting an agri-dome next to the lake and it does indeed open up the water access through just having the construction workers there. 'Water malus' was a bad choice of words on my part, meant deficit. Thanks for the replies - much appreciated! Couldn't work this one out - I'll have to keep a closer eye on the release notes in future.
