[1.25e] SHQ's city doesn't connect to adjacent city

This has to be a bug. I cant connect two parts of my regime together because the game decides i have a 0% bottleneck between them. I have tried using other sides of the cities for connection but it doesn't change anything
After trying to move roads around a bit the only thing i achieved was having the capital with the SHQ completely disconnected from the rest of the regime with a 0% bottleneck.
Even though it tells me i have no logistic points (i cant deploy colonists anywhere except for the capital zone and i cant raise troops anywhere except for the SHQ hex) the entire regime does receive supplies.

From my personal experience the game doesn't like having two logistic assets on adjacent hexes. That being said, not having logistics points remaining under SHQ is usually a sign of your network being overwhelmed by receiving and sending out goods from zones. You can check if you have enough logistic points, and also your logistic network health by selecting SHQ and clicking "Supply Received". If I'm seeing correctly, you have only Truck Station III in your capital, and judging by the volume of goods moved it might simply not be enough.

No the network wasn't overwhelmed because i had accidentaly left my applied science council on improved logistic research for something like 40 turns, so my truck stations were producing practically twice as many logistic points as they normally would. Also the west side of the regime, where there is no 0% bottleneck, could receive colonists and armies without issue.
I forgot to update this but the bug disappeared after i linked the roads going out from the two cities without linking the cities one after the other directly. After doing that i could link the two cities directly with no problem and i could even remove the weird fix i did trying to remedy the problem. At the moment in that file the cities are linked directly and have no issue. No idea why it happened in the first place

...but I wonder, are you deliberately trying to explore the limits of the logistics algorithm?
It looks like a transistor gate.
edit: I guess that adjacent city spawned there on turn one. I remember that happens now...
But wait... I see. The top two images in this post aren't displaying for me. When you simply build a road between the hexes it's blacked out, because there is a truck station on each hex, I assume. If that second truck station were not there, the logi would go off as normal, I also assume.
Maybe it's the 'SHQ logistics glitch' again, which pops up under certain unusual conditions. I guess a save file with the blacked out network active might be nice.
