Unit Placement Variation on DOW for Minors

Hi Bill,
I see under Advanced options in the Campaign settings that this is a box that can be checked. I have seen how this works in practice in SC War in Europe for Belgium and the Netherlands, but I have not experimented with using it in SC WW1. If you tick this box, does it apply to all minors? And how is the variable placement of minor units determined by the game engine?
As I see it, the main benefit of this feature for the player who controls the minor is that it makes it harder for the enemy to plan a pre-emptive DOW which could force the minor into surrender after one or two turns. The down-side, however, for a geographically large minor - like Sweden or Romania - is that the game engine could generate some very disadvantageous placements. Can you explain how it works?
