Situation is, MWIF shows two land units from cooperating Major Powers in the same hex, one is in supply, the other not:
HQ Balbo is two hexes away, under the Italian TER. The root cause seem to be, HQ Balbo is not listed as a 2nd supply source for Germany:
All other Italian HQ are listed as 2nd supply sources for Germany and function accordingly. HQ Balbo is listed as a 2nd supply source for Italy and seem to function for Italy only.

Is this a bug or am I missing a rule?
I seem to recall, others have encountered similar issues before, but I could not find such thread, probably in one of the AAR?
If it is indeed a bug, what would be your advice on how to proceed?

Yes, this is a bug. Check to see how Balbo is getting his supply. If for some insane reason he is getting supply from Tripoli, then it would not be passed on to the German unit.

I assume you have reloaded the save, which often fixes supply issues.

if that doesn't work, my only suggestion is that if you want to move the German unit, move it, and then edit the game file to remove the disruption. If you want to attack with it, then calculate what the odds would be with it, and implement the result by hand. Advance after combat is harder, it can be edited, but is somewhat trickier. The long thread on editing game files says how.

(Of course, you can always try sacrificing a virgin for your computer. )
