It is not the first time the friendly reminder on the IMPORTANT NOTE 2 regarding the Generic Data to be locked. What is the difference or any impact on the game for the Generic Data locked or unlocked?

Generic data is used upon scenario start for the initial setup. All further data is then stored in a save.
Locking generic data in custom-made scenarios is only required if its unit OB data was not made compliant to the OB2 update in generic data (basically requires checking/updating all active units) or if a custom OB is in use.
