I'm playing the Germans at the start of the war
a) with ground units I try and rest 1 unit out of each corp every turn is this sensible
b) with air units I rest them when fatigue gets to 15 is that about right

I assume you mean Fatigue?

I don't think 1 turn of rest (no movement) is nearly enough. And in adverse conditions (mud) when you get a rested unit into the front line it is just as exhausted as the unit it replaces. So whats the point? By all means rest your units before an offensive but the one you want to recover is CPP.
