AI Create Kingdom Bug

Found and fixed bug with AI creating kingdom. AI Prussia can now create Poland. The Grand Strategy question is whether or not it is in Prussia's interest to do so and antagonize Russia and Austria. Decisions, decisions...
Likewise, AI France can now create the Confederation of the Rhine, and Spain/Turkey can create the Ottoman Empire. I doubt anyone has ever seen that happen, due to the bug. But now they can.
