If I have surrounded the enemy AI's SHQ, what will happen to units outside the SHQ?
Will they get cut from supply like Hearts of Iron 3's capital siege tactics?

Yes, the AI does need to have a logistics connection to a SHQ in order to draw supply from it. If the AI has other cities, it will probably make another SHQ, but that one won't have access to the original one's built-up resource stocks.

There is also the option that allows zones to supply local units from their stocks, but I am not sure whether the AI uses that one. Without access to supply, units will eventually starve and won't be able to replenish their stocks of ammunition and fuel.
