Efficiency Drive - Not available in the early game?

My core game loop's economy relies heavily on the "Efficiency Drive" STRATAGEM card. However, I haven't been able to acquire it in the early game. Are there any specific requirements to acquire it?

It requires enforcement profile, I think it's the third level. I believe it's created by the interior council, but would need to check to be 100% sure.
