According to stats panel it should be able to perform a global attack. But as you can see in my screenshot, it looks nothing different from any other missile launchers. Why is that? I'm sure its Readiness is 100 and have 100 supply.

Perhaps you need at least 1 point of recon on a hex to ranged attack it? Range is not to the issue, since the attackable hexes are not spread evenly around the unit, and it's not diplomatic relations, since both attackable and unattackable hexes belong to the same major.

i got it. I sent a few spies and now I can perform nuclear attack on their capital. thx!
