You are correct; we over-wrote the 80% "hardwire" tweak with a more nuanced implementation, and the 98% thing was restored in the process. Fixed for the next update.

The more-nuanced chaff implementation is probably worth going at length in a future article, but basically it takes into account the target's apparent radar size (reflectivity) when considering the chaff's effectiveness on a given radar seeker. So for example in a very large (RCS-wise) target the chaff becomes less effective at spoofing the missile, whereas with a very small or stealthy target the chaff will almost always be effective.
