Here is the situation.

I have an hex at 5 supply level just near the OOS hex. Moving into this forest hex is 4 points normally.
Am I wrong?

I also do not understand why it goes frome 7 to 5 by rail, before again going down by 1 after... Even at the top with the 7 supply level, one adjacent hex is at 3 the other at 2 with what looks like same terrain (and both in HQ range).

There is no real rail connection as roads lead to it
rails are also roads
supply travels as motorized movement

so the 5 to 1 just north of it is +1 for forest, +1 for motorized, +1 for rain, +1 for distance.

All right, but what about the unsupplied hex? +1 because of an enemy ZOC? I don't understand the logic. The terrain is exactly the same.

I cant tell you that one. Some number I am forgetting possibly.
