Repair

So I control Manilla, with port damage 100 and airfield 88. Allies control Bataan and have mines still there so I havent moved ships in. But I have +20000 supplies and +200 engineers in Manilla, but no repairs are being done. The question is why?
No mods, beta 1.8.11.27.2

I do have a garrison but not enough, could that impact the repair?

The partisans due to no or and insufficient garrison can make more damage.

It's entirely possible that they are causing more damage than what is being repaired but +200 eng is a lot. Is the airfield 88 total or what. Are the engoneers in combat mode? Please post a pic.
