I have been playing as Britain recently and the U.S. is the country that nearly always goes to war with me first. It seem too easy to provoke the U.S. When something happens in the Balkans their provocation rises quicker than anyone else. why? You would think the Americans would last to worry about European tensions. Has anyone else noticed the Americans are very keen to declare war on the Brits. It happens just about every game

What year do you start your games on?
It's possible this happens due to the fact that you as the UK have possessions in the same sea areas as the US, which increases the chance of tension rising. There's also a healthy dose of RNG that may have been increasing tensions between you and US AI. In essence, nations that are in close proximity with each other are more likely to have disagreements.
Haven't seen similar reports, so it's likely working as intended.

Agreed, it's a combination of holding the Canadian (US West and US East coasts)and Caribbean territories, which can generate quite a bit of tension, especially with the size of fleets you need to keep order.

I think historically, the British presence in Canada and their Caribbean colonies did not aggravate tensions with the US by the 1890s. The American Monroe Doctrine said the US would not tolerate _new_ colonies in the Americas. So if somebody takes Cuba or Panama or Venezuela, that should be pretty much automatic war with the US, but they shouldn't get aggro points for colonies in the Americas that exist at game start.
