Huge swaths of worlds are taken up by unaligned forces

On any kind of planet, even with friendly ecology and huge pre-collapse population, minor regimes, including city ones, which are the main targets for players, are few and \concentrated in spots with unaligned controlling most of the planet. This is especially bad on Colossus planets where Minor Regimes' limit seems to be the same.

This, in addition to Spread Out not working (see the second screenshot) and other map generation woes, makes generating a good multiplayer map where any player has a decent chance next to impossible.

Basic fix would be to ensure minors are spread evenly across the space, the number of minors could be increased, and ideally players should be able to choose their regime instead of generating 1000 maps and manually looking through them to determine the spacing of the regimes is right, they have similar accessible minors and map generation bugs didn't eat their starting metal deposit.
