Surface Interdiction triggered instead of Carrier Interdiction

Another bug linked to carrier plus transport ships in the same naval task force. When this naval stack is doing what is supposed to be a Carrier Interdiction. Systematically, a Surface Interdiction is triggered instead.

I do not follow the logic here.

Bringing an enemy carrier task force in range, still in Fleet mode. A Naval Air Interdiction is correctly done by the Japanese planes.

But the Japanese naval task force is acting like a surface fleet and forgetting its 4 carriers. A Surface Interdiction is systematically triggered whereas a Carrier Interdiction is the thing to do.

Removing the transport ship from the Japanese naval task force, a Carrier Interdiction is always performed.

I don't understand the logic.
