Refueling - aka why does the mountain go to Muhammad..?

Using the latest .15 build.
If I recall correctly, in previous versions refueling was conducted in a way that aircraft needing fuel headed to the tankers while the tankers stayed put.
Now it seems that if I select refuel, the game creates a waypoint for the tanker which starts to slowly lumber towards the aircraft in need, while the aircraft also tries to meet the tanker mid way.
Is there a way to prevent this behaviour? I dont want my tankers to leave their station.
On the other hand, if I create a support mission and put the tankers there, then regardless of doctrine settings, the refueling does not take place (the tanker remains at the mission area while the aircraft is stuck in the "manoeuvering to refuel" state).
Am I missing something?
