Overstacking and combat

Is there a penalty when attacking from an overstacked hex? If so over what strength point threshold does the penalty kick in (over 12 maybe?) and what's the penalty and would this be in attack and defence?

Also if so, Is there a penalty when initiating an assualt from an overstacked hex or when defending from an assault?

I checked the manual and saw mention of movement and LOS penalties through hexes with > 12 strength points but didn't see anything about combat.

I know that when defending in an overstacked hex you suffer greater casualties.

Not sure about attack penalties.

Yes, there is an overstacking penalty. Anything over 12 Strength Points. (not including leaders)

This deals mostly with defence (or direct or indirect fire attacks AGAINST the overstacked hex).

I do not believe there are penalties relating to overstacking either from the attack or defender point of view when it comes to assaults. (I will have to start learning C++ to understand the nuts and bolts of the code)

Assaults keep in mind:
1. If a unit has fired.
2. If a unit has moved.
3. The terrain of the hex being assaulted.
4. The morale of the defenders.
5. The morale of attackers.
6. Assault values of attackers (and TEM)
7. Defence values of defenders (and TEM)
8. Leaders.
