I've started two game recently with the latest beta patch and in both games the Militia Parade event happened on turn 1. I remember a while back that this was changed to happen on a random turn a bit more into the game (maybe 5-10 turns?). Has anyone else seen the game revert back to having it on the first time every time?

I think you just got lucky (or unlucky!) both times, I have started games on the most recent steam beta patch quite a few times and it has not popped up on turn 1.
