TOAW IV won't start

When I try to start TOAW IV, I get a window with a menu bar and a graphic in the middle of it. See attached screenshot. If I click anywhere, I get the "not responding" message. It had been working previously. I tried reinstalling, including the update, with no change in the outcome. What do I need to do to make it work?

What operating system are you using? Win11 sometimes has problems.

Did you update to *.20 version before you did the .40 update?
Won't work unless you do the .20 update first. Do NOT apply the .21 update.
