A few things that may be pertinent
1 PIER SIZE was made very large...the VZ ships seemed to wander around looking for a way to the ports until I did that...now they just run for the land.
2 This ship is assigned to a mission that does also include the land part of the island.. I did not think it was necessary to exclude land from a naval mission to avoid ships sailing onto the land but that is possible also
