Ground units have always been a bit odd in their patrol behaviour, but it is getting worse.
In the attached file, note the VZ troops on the west side of Aruba. They are assigned to missions defending ports there at Oranjestad and Noord. These are "simple" patrol missions defined in small areas around those ports.

Observe the Oranjestad defense... not that the units assigned, are all headed (in the ocean in a couple of the cases) to a Naval pier target...the nearest possibility being in Florida..hundreds of km away... wth?!

In the mission settings the only way to get (AI) ground units to initiate combat against other ground units is checking the box that says engage all targets...never before though has that caused them to look for a target a thousand km out of their patrol area.

I think this was an issue of "can investigate contacts outside of patrol zone"...still not sure why they'd investigate a contact on another continent...or how a couple of them are actually in water...but turning that off seems to fix that issue.
