I'm just trying to completely understand how this works.

Start time: ASAP
Duration: 2 minutes.

The duration part is my question. Does this mean my order is the shoot 15 rounds as soon as possible within the span of two minutes? A round every 8 seconds after the first one fires?

Yes, as soon as the order is in, the guns fire. There is more than one artillery piece shooting and we account for the time based on the number of shells to fire and the number of tubes.
