I seem to have a problem with my H8K1 Emily production. I know I have enough engines, but for some reason it is still grayed out on my production location in Osaka. It was supposed to start in June 1942, it is already September 1942. Did I mess up something?

Can you post a picture of the production window. I think that you have enough posts to do that....GP

More info needed, preferably a picture but the obvious answer is, have you turn production on?

It seems to have fixed itself. I had production set to 5, so I tried bumping it up to 6 and now it's producing? Oh well. Thanks anyway!

you can upgrade. no worry, its an error if you uggrade more factorys in the city ,,,.same city

That's 6 per month - so you can work out the chances per day. You probably need a few more ( if its just one FTY) to get a steady stream. and they need 4 engines each of the right type as well to produce.
